Sacramento City Unified School District

District Partner 2009

ERS partnered with Sacramento City Unified School District (SCUSD) for two months in the fall of 2009 to give the new superintendent a sense of the resource landscape in his new district.

Work Focus

ERS conducted a high-level resource study to help the superintendent answer the following questions:

  • How limited are his resources?
  • What can the district cut to close short- and long-term budget gaps?
  • Where are the opportunities for correcting misalignments (including making changes to get quick, short-term wins and planting seeds for long-term strategic investments)?

We also used on-the-ground interviews, Resource Check, and data analysis to address these questions.

Findings and Outcomes

  • Findings showed that English Language Learner (ELL) funding inequity is exacerbated by 1) lack of differentiated funding to schools with greater need and 2) large amount of carryover funds unspent from the previous year. These findings led SCUSD to begin rethinking its ELL funding strategy.
  • SCUSD is talking with Charlotte Mecklenburg Public Schools to learn more about their “StratStrategic Staffingegic Staffing” model and exploring whether it could be replicated in Sacramento.
  • The superintendent is using analysis to inform strategy for upcoming teachers’ union contract negotiations.
